Homeless Bill of Rights
WRAP is an organization focused on creating a Homeless Bill of Rights for those on the streets to prevent Criminalization of those who are Homeless.
Our Homeless Bill of Rights (HBR) campaign in Oregon and California will create bills that protect the following rights and prohibit the enforcement of any local laws that violate these rights:
Right to move freely, rest, sleep, & pray and be protected in public spaces without discrimination.
Right to occupy a legally parked vehicle.
Right to serve food and eat in public.
Right to legal counsel if being prosecuted.
Right to 24-hour access to “hygiene facilities”
Require judges to consider necessity defense when hearing homeless related cases.
Western Regional Advocacy Project (WRAP) unites local social justice organizations and is building a movement that exposes and eliminates the root causes of civil and human rights abuses of people experiencing poverty and homelessness in our communities.
